EPA grant to improve L.A. Harbor air through equipment retrofits

The Port of Los Angeles Harbor Commissioners recently approved a $469,000 EPA award to retrofit cargo-handling equipment at the port. The port requested the grant, funded through the federal agency's Diesel Emissions Reduction Act program, on behalf two terminal tenants SA Recycling and APM Terminals, according to a port statement.

The project will involve retrofitting 14 pieces of cargo handling equipment with Level 3 diesel particulate filters, according to a port statement. The retrofit will result in a reduction in particulate matter emissions by 85 percent, as well as a 90 percent reduction in carbon monoxide and hydrocarbon emissions.

Equipment to be retrofitted includes a top handler, material handlers, loaders, haul trucks and a bulldozer. The statement said the project should be completed by December 2015. SA Recycling and APM Terminals own the equipment and will conduct the retrofits, while the port will administer the funding.

"Ports are the main gateway for U.S. trade and are critical to our country's economic growth, yet the communities surrounding ports face serious environmental challenges," said EPA Administrator Gina McCarthy. "Today we demonstrate that through collaboration and innovation we can achieve the goals of economic growth and environmental stewardship."

The Port of Los Angeles noted it was one of six ports nationwide to benefit from the EPA's $4.2 million DERA grants program, which focuses on retrofitting, replacing, or repowering diesel engines to reduce harmful emissions. The other recipients were Port of Seattle, the Port of Hueneme, the Port of Tacoma, the Maryland Port Administration, and the Virginia Port Authority.
