Port of Astoria declares infrastructure emergency on Pier 2

The Port of Astoria commissioners voted unanimously to declare an emergency on Pier 2, and have an engineering study done on the extent of the damage of the pier's infrastructure, reportedly from years of deferred maintenance and/or damage from logs and other debris.

"I was kind of shocked to see the condition of the substructure of that pier," said CEO Hank Bynaker, who asked that an emergency be declared so the Port could immediately hire a contractor to do the study, rather than going out to bid.

Recent pictures of the western side of Pier 2 displayed a grim scenario: busted and missing pilings, broken mud sills and decades worth of other deferred maintenance that has left the pier, home to at least three fish processors and at times hundreds of employees, in very bad shape, just as the port is trying to dramatically increase its seafood tonnage there.

The port has already blocked off a portion near the end of the pier next to Da Yang Seafoods to begin working on the problem.
